By using cookies, means you must know that the data will be stored on client’s computers, meaning the client’s computer can modify the data (if you are not using encryption), and your server’s security would be threatened. But if you are using encryption to disguise your data, it does not matter as long as the encryption used is still powerful. For example, Google has begun using a cookie to store login data. Another advantage of cookies rather than the session is that cookies can be accessed by JavaScript. So there has been an assumption that the JavaScript does not get in touch with PHP, is less precise because the cookie can be a bridge between PHP and JavaScript.

While the session is stored on the server, means more and more sessions are set, the more resources are also needed. Perhaps this is also considered by Google to finally decide to use cookies. In place of these resources, the session is more secure than cookies, because of its location on the server. Well, how do you decide whether to use cookies or session? It is back to you because the world is a choice.
